U.S. independent power developer has unveiled plans for a major nuclear plant in Southeast Ohio, marking one of the most ambitious private-sector bets on a new wave of reactor technology.
Elementl Power announced this week it is pursuing development of a 1.5-gigawatt nuclear power station in Meigs County, a project that would deploy GE Vernova Hitachi’s BWRX-300 small modular reactors (SMRs) and could become one of the first commercial-scale SMR facilities in the United States.
The nearly 700-acre site, located in Letart Township along the Ohio River approximately 100 miles southeast of Columbus, has been slated for purchase from American Municipal Power . The scale of the project positions it as a significant test case for the SMR industry: five BWRX-300 reactors, each capable of generating 300 megawatts, would be required to reach the facility’s planned full capacity.
A New Financing Model for Nuclear Power
Chris Colbert, Elementl’s Chairman and CEO, framed the project as both an economic catalyst and an energy security imperative. “Nuclear projects are substantial economic anchors for their communities,” Colbert stated in the company’s announcement. “With a proud industrial legacy, southeast Ohio brings the foundation and workforce needed for a project of this magnitude”.
In a departure from the cost-overrun-prone model of traditional nuclear construction, Elementl is structuring the project as a private development financed entirely through private capital channels. The company has explicitly stated that project costs will not be passed on to consumers through electricity rate increases if construction proceeds . This approach, which limits exposure to financial risk for utility partners, forms the core of Elementl’s broader corporate strategy to facilitate the addition of more than 100 gigawatts of zero-carbon power to the U.S. grid by 2050.
Timeline and Regulatory Milestones
The project, while ambitious, faces a lengthy development timeline. Construction of the first unit is not expected to begin until 2030, with commercial operation targeted for 2034. These dates are contingent upon a final investment decision and securing necessary regulatory approvals from agencies including the U.S. Nuclear Regulatory Commission and the Ohio Power Siting Board.
Initial steps are already underway. Elementl has submitted a formal application to PJM Interconnection, the regional transmission organization, requesting permission to connect the facility’s first 600 megawatts of output to the regional grid. PJM is expected to respond to this application by the end of the current year.
The project’s viability also hinges on the readiness of its core technology. GE Vernova Hitachi has secured an Early Works Agreement with Elementl to deploy the BWRX-300, a water-cooled, simplified reactor design that has garnered international attention. Sweden’s Vattenfall has shortlisted the same design for a 1.5 GW project, and Ontario Power Generation has already committed to building the first fleet of BWRX-300s, with a final investment decision in place.
A Competitive Landscape for SMRs
The Ohio announcement adds to a rapidly evolving landscape for small modular reactor technology, which proponents view as a more cost-effective and flexible alternative to gigawatt-scale plants. Advocates highlight the potential for factory-built modules to shorten construction timelines and reduce the massive upfront capital requirements that have plagued projects like the Vogtle expansion in Georgia.
Elementl’s selection of the BWRX-300 places it in direct competition with other developers seeking to bring SMRs to market. NuScale Power, the only company with NRC-certified SMR design, continues to advance its 77-megawatt module design . Meanwhile, other players like Last Energy are developing smaller microreactors designed for industrial and data center applications.
For Ohio, the Elementl project represents a potential generational shift in energy infrastructure. The company’s focus on private financing and its partnership with GE Vernova Hitachi, a joint venture combining GE’s nuclear legacy with Hitachi’s engineering prowess underscores a growing consensus that the next wave of nuclear energy will be smaller, modular, and built with a sharper eye on the balance sheet.
However, the path to 2034 remains fraught with regulatory hurdles and market uncertainties. The project’s fate will ultimately depend on whether Elementl can navigate the permitting labyrinth and translate its financial strategy into a scalable, operational reality.
